Underpreparing for severe climate risks can cost the UK far more than overpreparing, experts warn

Experts in climate, nature, health, national security, and financial risk have joined forces to call for a more integrated approach to government climate and nature risk assessments. In a commentary published in Nature Climate Change, they warn that conflicting advice can give policymakers very different pictures of the severity of the risks ahead, making it harder to judge how seriously to act and how much to spend.

ULA’s Vulcan rocket is set to return to flight on Friday the 13th

United Launch Alliance announced Wednesday it plans to return its Vulcan rocket to service on November 13, nine months after a solid rocket booster anomaly threw the company's 2026 launch schedule into oblivion. The return-to-flight mission will launch 40 satellites for the Amazon Leo broadband constellation, the first of 38 Vulcan flights Amazon has booked to deploy the bulk of its network. The mission will lift off from Cape Canaveral Space Force Station, Florida, and ULA said the launch date is pending range approval. The launch is critical for ULA after its new flagship rocket suffered nozzle failures on its solid rocket boosters on two of its first four missions, most recently during a flight in February. In both cases, the rocket overcame the nozzle failure and completed its mission, but officials at the US Space Force, ULA's primary customer, lost confidence in Vulcan.Read full article Comments

As US ties fray, Europe plans first undersea cable link to Greenland

The European Union plans to create the first subsea Internet cable directly connecting Europe to Greenland. The Pan-Arctic Cable project could also extend to Canada and eventually link with Japan and South Korea, notably bypassing the United States. The Pan-Arctic Cable is described as a European Union flagship project in a European Commission joint communication published on October 20, 2026. The policy document describes a new European strategy for the Arctic that supports “a sovereign, secure and resilient submarine cable connection linking Greenland directly to the EU,” while also suggesting that “like-minded partners like Canada” could provide a stepping stone for future cable expansion toward Asia. “It is interesting that this project is even being considered, because five years ago it would have seemed like not a particularly commercially attractive proposition,” Elisabeth Braw, a senior fellow at the Atlantic Council who leads the Threats to the Global Maritime Order Initiative, told Ars. “But the fact that it's being considered is very much on trend and a sign of our times.”Read full article Comments

Peptide peddlers cheer as RFK Jr. unilaterally grants access, overruling FDA

Anti-vaccine Health Secretary Robert F. Kennedy has unilaterally passed a rule that will allow specialty pharmacies to sell six specific peptide drugs, overruling scientists at the Food and Drug Administration. The peptides are popular among members of Kennedy's Make America Health Again movement and many prominent MAHA figures and Kennedy allies sell them. Kennedy said he uses some of the peptides and called himself a "big fan." But FDA scientists continue to say there is insufficient evidence to show if they're effective and they are potentially dangerous. In 2023, the safety concerns led the FDA to remove the six peptides from a list of drugs that can be made by specialty pharmacies called compounding pharmacies—which make customized formulations of drugs for patients, or, in cases such as this, specialty drugs in bulk. Kennedy's new rule sidesteps the need to formally undo that FDA action. The rule is titled "Enforcement Discretion Policy Regarding 503A Compounding Using Certain Peptide Bulk Drug Substances" and was made available Wednesday on the Federal Register, with the final publication data set for October 30. The rule does not change the regulatory status of the peptide; instead, it states the Department of Health and Human Services (HHS) will no longer take enforcement action against compounding pharmacies for making the peptides, essentially giving them a green light to freely produce and sell them. Kennedy had quietly proposed this rule earlier this month.Read full article Comments

9 alleged Sinaloa Cartel associates arrested in California train theft ring

Nine men allegedly connected to Mexico’s Sinaloa Cartel have been arrested in Southern California following a yearlong investigation into an organized cargo theft operation that targeted BNSF Railway trains and resulted in millions of dollars in stolen merchandise, authorities said. The San Bernardino County Sheriff’s Department announced Wednesday that its Rural Crime Task Force arrested the nine suspects Oct. 16 during a search of a residence in San Bernardino. Investigators said the suspects were part of a coordinated criminal network connected to the Sinaloa Cartel that had been burglarizing BNSF Railway trains over the past 12 months. The investigation uncovered an operation involving numerous suspects and vehicles used to steal merchandise from rail shipments, according to the Sheriff’s Department. window.googletag = window.googletag || {cmd: []}; googletag.cmd.push(function() { var gptSlot = googletag.defineSlot('/21776187881/FW-Responsive-Main_Content-Slot1', [[300, 100], [320, 50], [728, 90], [468, 60]], 'div-gpt-ad-1709668545404-0').defineSizeMapping(gptSizeMaps.banner1).addService(googletag.pubads()); googletag.pubads().enableSingleRequest(); googletag.pubads().collapseEmptyDivs(); googletag.enableServices(); setInterval(function() { if (!document.hidden) { googletag.pubads().refresh([gptSlot]); } }, 60000); }); googletag.cmd.push(function() { googletag.display('div-gpt-ad-1709668545404-0'); }); Authorities have not disclosed the total number of train burglaries connected to the investigation or the precise value of the cargo stolen during the yearlong operation. On Oct. 16, investigators with the Rural Crime Task Force, assisted by the Sheriff’s Specialized Enforcement Division, executed a search warrant at a residence in the 1200 block of East 35th Street in San Bernardino. During the search, deputies recovered more than $333,000 in stolen retail merchandise, including JBL speakers, Logitech computer hardware, Victoria’s Secret merchandise, Nike and New Balance shoes, and Husky tools. Investigators also seized four semiautomatic handguns, a drone allegedly used for surveillance, a large amount of cash, tools used to access train cargo containers and four vehicles connected to recent rail cargo burglaries. Authorities also reported recovering suspected fentanyl believed to have been possessed for sale. The Sheriff’s Department identified the suspects as: Jose Navarrete, 24 Brian Iran Fontes-Carrillo, 27 Mauro Ruiz-Medina, 30 Pastor Pena-Lerma, 43 Alfredo Covarrubias-Navarrete, 24 Jose Alfredo Castillo-Baca, 24 Jose Ismael Palafox-Bernal, 18 Cesar Daniel Navarrete-Martinez, 31 Cristian Erubiel Navarrete-Zapien, 23 All nine suspects were identified as residents of Mexico and were booked into the Central Detention Center in San Bernardino County. window.googletag = window.googletag || {cmd: []}; googletag.cmd.push(function() { var gptSlot = googletag.defineSlot('/21776187881/fw-responsive-main_content-slot3', [[728, 90], [468, 60], [320, 50], [300, 100]], 'div-gpt-ad-1665767553440-0').defineSizeMapping(gptSizeMaps.banner1).addService(googletag.pubads()); googletag.pubads().enableSingleRequest(); googletag.pubads().collapseEmptyDivs(); googletag.enableServices(); setInterval(function() { if (!document.hidden) { googletag.pubads().refresh([gptSlot]); } }, 60000); }); googletag.cmd.push(function() { googletag.display('div-gpt-ad-1665767553440-0'); }); Authorities said the suspects face charges including conspiracy, theft of railroad property and possession of a controlled substance while armed. The Sheriff’s Department did not specify the alleged role of each suspect in the cargo theft operation or provide details about how investigators established the suspected connections to the Sinaloa Cartel. The arrests come as freight railroads and other transportation providers confront the threat of organized cargo theft, which can disrupt shipments and generate substantial losses for shippers and retailers. In this case, investigators said the criminal network used multiple vehicles and coordinated activities to target trains carrying retail merchandise. Authorities did not disclose whether the targeted trains were moving through San Bernardino County at the time of the burglaries, whether the thefts occurred at rail yards or along active rail corridors, or whether the recovered merchandise represented all of the stolen cargo connected to the investigation. window.googletag = window.googletag || {cmd: []}; googletag.cmd.push(function() { var gptSlot = googletag.defineSlot('/21776187881/fw-responsive-main_content-slot4', [[300, 100], [320, 50], [728, 90], [468, 60]], 'div-gpt-ad-1709668086344-0').defineSizeMapping(gptSizeMaps.banner1).addService(googletag.pubads()); googletag.pubads().enableSingleRequest(); googletag.pubads().collapseEmptyDivs(); googletag.enableServices(); setInterval(function() { if (!document.hidden) { googletag.pubads().refresh([gptSlot]); } }, 60000); }); googletag.cmd.push(function() { googletag.display('div-gpt-ad-1709668086344-0'); }); Why it matters: The investigation highlights how organized criminal networks are targeting rail shipments, exposing freight operators, retailers and supply chains to millions of dollars in losses. Trailer Bridge appoints new CEO

Trailer Bridge has named Charles Gittens its next chief executive officer, effective Nov. 2, as the carrier continues investing in its ocean transportation operations and Puerto Rico service. The Jacksonville-based company announced the appointment Oct. 26. Gittens succeeds Mitch Luciano, who left the company Oct. 1. He had served as CEO since 2015. Gittens brings more than 30 years of transportation and logistics experience, including leadership roles in Caribbean shipping, commercial strategy and business operations, according to Trailer Bridge. Most recently, he served as president of trade for King Ocean Services, overseeing operations across the Bahamas, Turks and Caicos, and the Eastern Caribbean. Previously, Gittens was president and chief commercial officer of Seacor Island Lines. Trailer Bridge credited him with increasing revenue by 115% during his tenure while expanding services and improving operational efficiency. “Charles is a valuable addition to Trailer Bridge, combining extensive industry expertise with proven commercial and operational leadership in the Caribbean trade,” said Eric Fabrikant, chairman of Trailer Bridge’s board, in a statement. “The Board is confident in the trajectory of the business, and his experience, together with the strength of the existing team, positions Trailer Bridge for long-term success.” Gittens’ appointment comes as Trailer Bridge undertakes upgrades to its fleet and supporting operations. The comapny sold its domestic logistics division in 2025; recent initiatives include more than $9 million in improvements to its roll-on/roll-off barges, including onboard generators designed to expand refrigerated cargo capacity. It has also enhanced fleetwide monitoring technology and entered new long-term partnerships supporting terminal operations and tug services. “I am excited to join Trailer Bridge and work alongside a team with an excellent reputation for customer service and a commitment to the markets it serves,” Gittens said. “The company has a well-established position in Puerto Rico, and I look forward to building on that foundation and working closely with customers and partners to support the continued growth of the business.” Founded in 1991 by transportation pioneer Malcom McLean, Trailer Bridge operates roll-on/roll-off and lift-on/lift-off barges serving the Puerto Rico trade. Its cargo includes containers, vehicles, heavy equipment, oversized freight and breakbulk shipments. Why it matters: Gittens takes over as Trailer Bridge concentrates on its ocean transportation business following an agreement to sell its domestic logistics division in 2025. $500,000 SIG Sauer shipment stolen in fictitious pickup, two arrested in California

A fictitious warehouse pickup involving approximately $500,000 in SIG Sauer products led to two arrests in Southern California. The shipment contained firearm parts and accessories from SIG Sauer, a major manufacturer supplying civilian, law enforcement and military markets. Los Angeles County Sheriff’s Department detectives recovered the entire shipment. Authorities returned all the stolen merchandise to its owner. The Los Angeles County Sheriff’s Department announced the arrests and cargo recovery on October 27, 2026. Investigators first received information about the theft on October 12. The incident involved a warehouse near the 4200 block of West 190th Street in Torrance, California. Detectives assigned to the department’s Cargo Criminal Apprehension Team (CCATS) investigated the case. The specialized unit operates within the sheriff’s Major Crimes Bureau. Torrance sits within one of the nation’s most active cargo theft regions. According to an Overhaul report examining cargo theft trends across Southern California, the surrounding 200-mile area accounted for 37% of reported U.S. incidents. Nearly 70% of regional thefts occurred within 50 miles of the city. Deceptive pickups represented 28% of cases in the region. Authorities arrested Arman Mnatsakanyan, 26, and Ashot Yesayan, 23, both Glendale, California residents, on October 12. Los Angeles County Sheriff’s Department booking records confirm both arrests occurred that afternoon. Deputies booked the men on suspicion of grand theft cargo. Investigators plan to present the case to the Los Angeles County District Attorney’s Office for filing consideration. Both men are presumed innocent unless proven guilty in court. window.googletag = window.googletag || {cmd: []}; googletag.cmd.push(function() { var gptSlot = googletag.defineSlot('/21776187881/FW-Responsive-Main_Content-Slot1', [[300, 100], [320, 50], [728, 90], [468, 60]], 'div-gpt-ad-1709668545404-0').defineSizeMapping(gptSizeMaps.banner1).addService(googletag.pubads()); googletag.pubads().enableSingleRequest(); googletag.pubads().collapseEmptyDivs(); googletag.enableServices(); setInterval(function() { if (!document.hidden) { googletag.pubads().refresh([gptSlot]); } }, 60000); }); googletag.cmd.push(function() { googletag.display('div-gpt-ad-1709668545404-0'); }); Inside the cargo theft investigation Los Angeles County Sheriff’s Department Detective Division Chief Jose G. Mendoza highlighted the recovery in a statement, noting that “hundreds of thousands of dollars of stolen gun parts were taken off the streets.” The Cargo Criminal Apprehension Team works alongside other specialized units targeting organized theft. LASD established its Organized Retail Crimes Task Force in September 2023. That operation includes cargo investigators and the Burglary and Robbery Task Force. Personnel collaborate with local law enforcement agencies, regional task forces and federal partners. Questions remain about the fictitious pickup LASD has not explained how the fictitious pickup occurred or identified the transportation provider. The department’s announcement also omitted details about shipping documents, equipment and the recovery location. Investigators have not disclosed how they tracked the stolen merchandise. FreightWaves contacted the Sheriff’s Department and SIG Sauer for additional information, but neither had responded by publication time. Other California investigations have involved fraudulent pickups of commercial shipments. In one case, Montclair police investigated approximately $70,000 in stolen beer shipments involving fraudulent pickup documents. The incidents occurred at an Anheuser-Busch distribution center. Detectives identified discrepancies involving the trucking company, driver and vehicles. A separate Southern California investigation exposed another method criminals used to obtain commercial freight. A Los Angeles jury convicted two defendants in a $2 million nationwide cargo theft scheme involving purchased trucking companies. The operation involved established motor carriers used to secure legitimate shipments. Prosecutors connected the defendants to cargo thefts across multiple states. Why it matters Fictitious pickups present a serious threat when warehouses release valuable freight without confirming the authorized transportation provider. This case highlights the importance of verifying pickup credentials before transferring custody of a shipment. CFCO Strategic theft often exploits the brief window before a shipment leaves the dock. Once freight changes hands, the opportunity to control who takes possession disappears. The Certified Fraud Compliance Officer (CFCO) program trains professionals to make that window count through independent carrier, driver and pickup verification. Confidence comes from verification, not assumptions. window.googletag = window.googletag || {cmd: []}; googletag.cmd.push(function() { var gptSlot = googletag.defineSlot('/21776187881/fw-responsive-main_content-slot3', [[728, 90], [468, 60], [320, 50], [300, 100]], 'div-gpt-ad-1665767553440-0').defineSizeMapping(gptSizeMaps.banner1).addService(googletag.pubads()); googletag.pubads().enableSingleRequest(); googletag.pubads().collapseEmptyDivs(); googletag.enableServices(); setInterval(function() { if (!document.hidden) { googletag.pubads().refresh([gptSlot]); } }, 60000); }); googletag.cmd.push(function() { googletag.display('div-gpt-ad-1665767553440-0'); }); Click here for more articles on cargo theft and freight fraud by Phil Brink. XPO’s pricing, operating initiatives drive Q3 beat

XPO once again outperformed expectations, driven by higher volumes and stronger pricing that continue to amplify the impact of its operational efficiency initiatives. XPO (NYSE: XPO) reported third-quarter adjusted earnings per share of $1.70, which was 13 cents ahead of the consensus estimate and 63 cents higher year over year. The adjusted EPS number excluded transaction and restructuring costs, among other items. Consolidated revenue of $2.37 billion was 12% higher y/y but $10 million below analysts’ expectations. Less-than-truckload revenue increased 17% y/y to $1.47 billion. Revenue was 9% higher excluding fuel surcharges. (Diesel fuel prices were 48% higher y/y in the quarter.) window.googletag = window.googletag || {cmd: []}; googletag.cmd.push(function() { var gptSlot = googletag.defineSlot('/21776187881/FW-Responsive-Main_Content-Slot1', [[300, 100], [320, 50], [728, 90], [468, 60]], 'div-gpt-ad-1709668545404-0').defineSizeMapping(gptSizeMaps.banner1).addService(googletag.pubads()); googletag.pubads().enableSingleRequest(); googletag.pubads().collapseEmptyDivs(); googletag.enableServices(); setInterval(function() { if (!document.hidden) { googletag.pubads().refresh([gptSlot]); } }, 60000); }); googletag.cmd.push(function() { googletag.display('div-gpt-ad-1709668545404-0'); }); The revenue increase in LTL was driven by a 5% y/y increase in tonnage and a 12% increase in yield (revenue per hundredweight). The tonnage result stemmed from a 6% increase in daily shipments and a 1% decline in weight per shipment. Yield (ex-fuel) increased 4% y/y. The company’s freight mix includes more shipments from local accounts (SMBs), which are typically lighter but produce better margins. September marked the ninth straight month of expansion for the U.S. manufacturing complex, which is a significant source of LTL freight. The unit booked an 80.1% adjusted operating ratio, which was 260 basis points better y/y and in line with management’s guidance (sub-81%). The OR result was just 20 bps worse than the second quarter, handily outpacing the historical progression. The company normally sees 200 to 250 bps of OR degradation from the second to the third quarter. A variety of pricing and operating efficiency initiatives are driving the improvement. XPO’s European transportation segment reported a 5% y/y increase in revenue to $900 million. Adjusted EBITDA of $48 million was 26% higher y/y. The company will host a call at 8:30 a.m. EDT on Thursday to discuss third-quarter results. Why it matters? XPO is one of a few publicly traded LTL carriers. Its quarterly results provide insight into a subsegment of trucking where few public datasets exist. New mathematical method improves calculations for systems limited by their smallest input

A harmonic increment provides a new way to improve smooth approximations of the minimum function. In a recent paper, published in the Journal of Inequalities and Applications, Prof. Thomas A. Weber shows how a harmonic-increment transformation brings any smooth estimate that lies strictly below the minimum closer to it, while keeping the improved estimate below the minimum, so it remains a conservative estimate of a worst realization, or weakest link.
